The decision support system titled Bridge-It that is used on this
website for predictions of probability of the likelihood of successful
implementation consists of a software package and related print materials and
reports to guide planning and evaluation during the various phases of
implementation of health and education programs. It is based on a Bayesian
model for predicting likelihood of successful implementation after three years
of use of an innovation. It was designed originally for use in school-centered
health programs and subsequently expanded for other applications. It consists
of a survey of approximately 40 questions incorporated into eight factors, a
reporting system based on a predictive formula incorporated into the system,
and recommendations for future planning based on results. The edition of the
system used in this website as an Implementation Planning Tool in "Positioning
for Success" is a derivative of the original system. It has been modified for
use by University of Houston researchers for the Texas Department of Health's
school-based Texas Tobacco Prevention and Control Initiatives.

The University of Houston (UH) and Texas Department of State Health Services
(TDSHS) are providing information via this website to assist individual schools
and school and health department administrators in planning, staff development
and evaluation activities to improve implementation of new tobacco prevention
and control programs. Both the methodology and assumptions used in the
decision-support system are nonlegal and are based on a predictive model.
Project outcomes at each school may be influenced by numerous factors that
intervene between the time users provide a report of the current status of
circumstances at their school and the projected future time. As such the
results are not a representation of what the project implementation results at
a school will actually be. Rather, results can be undertstood as being similar
to a weather report which provides a description of the current situation and a
forecast of what is likely to happen in the future based on selected
characteristics of the current situation. All data included on this site has
been provided by representatives of participating schools. It is believed to be
accurate and reliable; however the University of Houston (UH) and Texas

generated are based on the assumption of integrity of data supplied by the
users. Users of this website are responsible themselves for checking the
